Ethiopia's rural development policy has shifted from the rigid, strictly state-guided production models of the 2002 framework to a holistic, market-driven, and agroecological approach under the 2024 Agricultural and Rural Development (ARD) Policy. [1, 2]

  • From Subsistence to Market Systems: The 2002 policy was heavily centered on the Agricultural Development-Led Industrialization (ADLI) strategy, which primarily focused on basic food self-sufficiency, public input distribution, and maximizing staple crop yields. The 2024 policy shifts towards market-oriented agriculture, emphasizing agricultural value chains, private sector investment, and creating profitable linkages between agriculture and agro-industry.   • Environmental Sustainability: While the 2002 framework heavily relied on conventional intensification (like widespread chemical fertilizer use), the 2024 ARD Policy integrates agroecological principles.   • Holistic and Multi-Sectoral Integration: The 2002 framework was largely top-down and isolated to the agricultural sector. In contrast, the 2024 policy takes a multi-sectoral, participatory approach that coordinates across multiple ministries to integrate rural development with broader economic and social equities.
