ወላጆች ለህፃናት ልጆቻቸው ሞግዚትና አስተዳዳሪ የመሆን መብታቸው ሊከበር የሚችለው ለህፃናቱ ጥቅምና ደህንነት እስከሰሩ ወይም ሊሰሩ የሚችሉ መሆናቸውን ማረጋገጥ ሲቻል ብቻ ስለመሆኑ
